78 IEEE Control Systems Magazine The 2003 IEEE Circuits and Systems Society (CSS) Awards ceremony was held in the Napili Gardens of the Hyatt Hotel in Maui, Hawaii, next to the ocean on the beautiful evening of Thursday, 11 December 2003. President Cheryl Schrader welcomed everyone and introduced Panos Antsaklis, the chair of the Standing Committee on Awards, who briefly described the IEEE and the CSS awards and thanked all of the CSS awards subcommittee chairs for their hard work. The 2003 chairs were Abraham Haddad, chair, George S. Axelby Outstanding Paper Award Committee; Suresh Joshi, chair, Control Systems Technology Award Committee; Mark Spong, chair, IEEE Transactions on Control Systems Technology Outstanding Paper Award Committee; Steve Yurkovich, chair, IEEE Control Systems Magazine Outstanding Paper Award Committee; Mario Sznaier, chair, CDC Best Student-Paper Award Committee; and L.K. Mestha, chair, CCA Best Student-Paper Award Committee. Antsaklis then introduced Theodore “Ted” Djaferis, vice president of Member Activities, who presented the Outstanding Chapter Award. This annual award recognizes a Chapter for demonstrating a very high level of activity, innovation, or growth. In 2003 the award went to the Greece Chapter in recognition of their high level of activity to revitalize the Chapter. A new Web site was established (www.systems.tuc.gr/ieeecss), a regular e-letter is being distributed to an expanded list of some 200 names, and a number of well-planned and well-attended meetings have brought together members of the academic and industrial communities. These activities have strongly contributed to the integration of the Control Systems community in Greece. Chapter Treasurer Kostantinos Kyriakopoulos accepted the award on behalf of Chapter President Robert E. King, who was unable to attend. The citation reads, “For an outstanding Chapter of the CSS based on the level of its activities and innovations in promoting new activities and services.” Djaferis next presented the Distinguished Member Award. This award recognizes significant technical contributions and outstanding long-term service to the CSS by an individual who has been a member of the CSS for at least five years. This year, three awards were given: Gene Franklin, Emeritus Professor, Stanford University Huibert Kwakernaak, professor, University of Twente Tariq Samad, Corporate Fellow, Honeywell Automation and Control Solutions. Roberto Tempo, vice president of Conference Activities, presented the next award, the CDC Best StudentPaper Award Finalists. These awards recognize excellence in a paper presented at the Conference on Decision and Control, whose primary author is a Student Member of the IEEE. This year, there were four award papers and five student finalists: Mohammed Babaali, Georgia Institute of Technology; Magnus Egerstedt, advisor; “Pathwise Observability and Controllability are Decidable,” by Mohammed Babaali and Magnus Egerstedt Pascal Grieder, Swiss Federal Institute of Technology; Manfred Morari, advisor; “Robust Receding Horizon Control-Analysis and Synthesis,” by Pascal Grieder, Pablo Parrilo, and Manfred Morari Daniel E. Quevedo, University of Newcastle; Graham C. Goodwin, advisor; “Minimizing Down-Link Traffic in Networked Control Systems via Optimal Control Techniques,” by Daniel E. Quevedo, Graham C. Goodwin, and James S. Welsh Bruno Sinopoli and Luca Schenato, University of California at Berkeley; Kameshwar Poolla, advisor; “Kalman Filtering with Intermittent Observations,” by Bruno Sinopoli, Luca Schenato, Massimo Franceschetti, Kameshwar Poolla, Michael L. Jordan, and Shankar S. Sastry. Tempo then announced the first-place finalist, Daniel Quevedo.
